PROBLEM TO BE SOLVED: To alleviate congestion by using an unlicensed spectrum more efficiently in accordance with regulatory requirements.

SOLUTION: User equipment 115-a transmits a first SC-FDMA communications signal to an evolved Node B 105-a in a licensed spectrum and transmits concurrently with the transmission of the first SC-FDMA communications signal a second SC-FDMA communications signal to the evolved Node B in an unlicensed spectrum. The evolved Node B receives the first SC-FDMA communications signal from the user equipment in the licensed spectrum and receives concurrently with the reception of the first SC-FDMA communications signal the second SC-FDMA communications signal from the user equipment in the unlicensed spectrum.
