A method and base station for use in wireless communications are provided. Quality of service (QoS) measurements are received from a group of users of a cell. The group of users does not include all of the users of the cell and the QoS measurements indicate QoS on a high speed downlink shared channel (HS-DSCH). A time during which to send service data based on the QoS measurements is determined. A point to multi-point (PtM) service identification is transmitted to the group of users; the PtM service identification indicates that the service data will be transmitted to the group of users on the HS-DSCH. The service data is transmitted on the HS-DSCH to the group of users during the determined time.
