The Node-B according to the present invention includes a common control channel (CCC) generator. The common control channel generator creates a common control channel for multiple users and transmits a service identifier over the common control channel. A high speed downlink shared channel (HS-DSCH) generator generates an HS-DSCH with a selected Modulation and Coding Set (MCS), and uses this HS-DSCH to point-to-multipoint (PtM) A service identifier is transmitted through the HS-DSCH indicating transmission of a point to multi-point service. The point-to-multipoint service transmits to multiple users simultaneously via the HS-DSCH. The HS-DSCH generator retransmits data of the point-to-multipoint service in response to an automatic repeat request receiver. The channel quality measurement processor receives channel quality measurements from multiple users receiving the point-to-multipoint service. An MCS selection device is coupled to the channel quality measurement processor to select the selected MCS using the channel quality measurement. The automatic repeat request receiver receives the repeat request and the antenna emits the HS-DSCH and the common control channel.
