A user equipment (110) for use in an LTE network, said user equipment (110) comprising: an RF transceiver (120) to provide an LTE air interface for communicating with a base station operating as evolved Node B ( 150); a processing circuitry (110) connected to the RF transceiver (120) and configured to, if the background packet aggregation mode (background) is activated and the device does not currently have uplink resources allocated for request transmission from planning to evolved Node B (150), start a packet aggregation timer, temporarily store background packets that have a lax latency requirement, and request uplink resources from evolved Node B (150) through a procedure of random access to transmit temporarily stored packets when the packet aggregation timer expires; characterized in that the processing circuitry (110) is configured to, if the background packet aggregation mode is enabled, request uplink resources from the evolved Node B (150) to transmit the temporarily stored background packets before the timer expires packet aggregation if the number of background packages that have been stored temporarily exceeds a specified threshold.
