A network management apparatus and method for coordinating a plurality of self-optimizing functions that function in a wireless network are disclosed. The network management device for the cooperative operation of the self-optimizing function includes one or more processors and one interface. The interface communicates with a plurality of extended Node Bs (eNodeBs). The interface is configured to receive a request to change the communication coverage or communication capacity of the expanded Node B (eNodeB). The interface is further configured to send an inquiry to the eNodeB to obtain a coordination state between eNodeB self-optimizing network (SON) functions. The one or more processors are configured to determine whether the request should be granted or rejected based on the coordination policy and the SON function coordination status.
