PROBLEM TO BE SOLVED: To provide user equipment and methods for reducing delay in a radio-access network (RAN).

SOLUTION: User Equipment (UE) generates a delayed buffer status report (D-BSR) medium-access control (MAC) control element for transmission to an enhanced Node B (eNB) with a last-scheduled uplink grant and receives a delayed grant for uplink bandwidth in response to the transmission of the D-BSR MAC control element. The D-BSR MAC control element includes at least an indicator of a delay value. The grant is received from the eNB no sooner than the elapse of the delay value and includes a bandwidth allocation.
