PROBLEM TO BE SOLVED: To provide a scheduler in QCI and a scheduling method in QCI in wireless access network.

SOLUTION: An extended node B(eNodeB) operating in a wireless access node where the data flow is associated with a bearer by using a service quality (QoS) class identifier (QCI) includes a scheduler in QCI for classifying a plurality of packets of one or more data flows having the same QCI by a sub-QCI indicating the priority of scheduling for the plurality of packets of a plurality of data flows having the same QCI based on the classification information in the QCI received from a user device (UE) the scheduler in QCI schedules the plurality of packets for transmission of downlink by a wireless bearer based on the sub-QCI.
