An eNodeB (104) intended to operate in a wireless access network in which data flows are correlated with carriers using QoS class identifiers, QCI, comprising the eNodeB (104): an intra-QCI scheduler (150) adapted to classifying data flow packets that have the same QCI with a sub-QCI based on intra-QCI classification information received from the user equipment (102), the sub-QCI indicating a planning priority for data flow packets which have the same QCI, where the intra-QCI scheduler (150) is adapted to plan packets of said data streams that have the same QCI for a downlink transmission through a radio carrier (203) depending on the sub- QCI; characterized in that the intra-QCI scheduler (150) is adapted to plan packets based on the sub-QCIs under certain predetermined network conditions, and is adapted not to use the sub-QCIs when the predetermined network conditions do not occur.
