Techniques are described herein for consolidating background traffic packets by background users, rather than performing random access procedures to request uplink resources for new packets. Collisions may occur because multiple UEs use the same physical random access channel (PRACH) resource for random access procedures. PRACH is expected to operate at a very low collision rate, but as the number of users increases, the collision rate as well as the error rate increases. The disclosed technique reduces the number of random access procedures used to transmit background traffic and reduces the collision rate.
