PROBLEM TO BE SOLVED: To provide a segmenting for a transport block set (TBS).

SOLUTION: A radio communication system (shown in Figure) uses an adaptive type modulation and an encoding (34) and has a physical-layer hybrid automatic retransmission demand mechanism (40). The segmenting information of the TBS is provided (46). The TBS is transmitted by using first modulation and encoding scheme. The TBS is received (38) and whether the TBS matches a specified quality is decided. When the TBS does not match the specified quality a retransmission demand (40) is transmitted. The modulation and an encoding set are changed into second modulation and encoding set. The transmission block set is segmented into a plurality of segments supported by the second modulation and encoding set (34) in accordance with the segmenting information in response to the retransmission demand (48) and at least two segments are transmitted separately. A segmenting process may be applied at a plurality of times regarding a specific TBS transmission.
