PURPOSE: A division base station of a TBS(Transport Block Set) is provided to effectively realize an optimization between the use of wireless resources and QoS in relation to a data transmission within a wireless communication system, by using an AMC technology and an H-ARQ technology. CONSTITUTION: A transmitter(30) transmits TBSs through a wireless interface(36). A receiver(38) receives the TBSs. An H-ARQ decoder(42) decodes the received TBSs. If the TBSs fail in a quality test, a retransmission request is transmitted by an ARQ transmitter(40). An ARQ receiver(32) receives the request, and induces the TBSs to be retransmitted. The retransmitted TBSs are combined by the H-ARQ decoder(42), and another quality test is conducted. If the TBSs pass the quality test, the TBSs are recovered. When a channel state is changed, an AMC controller(34) starts changing within a modulation and coding set used for transmitting data.
