Data in the transport block set is transmitted to the wireless communication system. This wireless communication system (FIG. 5) utilizes an adaptive modulation and coding (AMC) controller 34 and has a hybrid automatic repeat request mechanism 40 of the physical layer. The partition information for potential partitioning of the transport block set is provided by the receiver 46. The transport block set is transmitted in a designated first modulation and coding scheme. The transport block set is received by the receiver 38, and the received transport block set is determined to satisfy the specified quality. If the specified quality is not satisfied, the repeat request is sent by the hybrid automatic repeat request mechanism 40. The designated first modulation and coding set is changed to the designated second modulation and coding set. The transport block set is divided into a plurality of segments 48 supported by the designated second modulation and coding set 34 according to the partitioning information provided in response to receiving the repetition request. Each segment is sent, and two or more segments are sent independently. This transmitted segment is received by the receiver 38. Split processing may apply one or more transmissions for a particular TBS transmission.
