PURPOSE: A transport block set segment user device using a hybrid automatic repeat request mechanism is provided to optimize the usage of wireless resources and the service quality by using an adaptive modulation coding method and a hybrid automatic repeat request method. CONSTITUTION: A segmental user device receives data of a transport block set by using an adaptive modulation coding method and uses a hybrid automatic repeat request mechanism of a physical layer. The segmental user device includes a receiver, a hybrid automatic repeat request decoder, and an automatic repeat request transmitter. A receiver(46) is used for receiving the transport block set, determining the quality of the transport block set, and receiving a transport block set segment. The hybrid automatic repeat request decoder is used for determining the quality of the received transport block set and the quality of the transport block set segment. An automatic repeat request transmitter(44) is used for transmitting a repeat request signal when the quality of the received transport block set and the quality of the transport block set segment are less than the reference quality.
