A method and apparatus for transmitting a CCB block is provided comprising generating the CCB block comprising a 9-bit MACID field a 4-bit ActiveCarriersChange field wherein the ActiveCarriersChange field indicates the carriers on which an access terminal may operate and a 2-bit REQCarrierChange field wherein the REQCarrierChange field indicates to the access terminal that it may change the carrier on which it is sending request to the carrier specified by the index value of the field and transmitting the CCB block over the F-SSCH. A method and apparatus for receiving the CCB block is further provided comprising receiving the CCB block comprising a 9-bit MACID field a 4-bit ActiveCarriersChange field and a 2-bit REQCarrierChange field and processing the CCB block.
