A method and apparatus for transmitting an InBandBufferLevel block in a wireless communication system comprising generating the InBandBufferLevel block comprising a 1 bit ContinuationBit field that indicates whether a present block is a last block in a MAC header a 2 bit BlockFormat field that indicates a RL buffer level block a 3 bit BufferLevel field that specifies a RLP Quality of a Service (QoS) flow corresponding to the buffer level and a 2 bit QoS field that indicates one of four negotiated QoS streams and transmitting the InBandBufferLevel block over a communication link.
