A method and apparatus for determining value of probe sequence backoff time in a wireless communication system is provided comprising determining a value for a ProbeSequenceNumber determining if the ProbeSequenceNumber is 1 if the ProbeSequenceNumber is 1 determining whether an access attempt was sent in response to a received page or the access attempt was sent in response to an OpenConnection command and setting a persistence interval value to zero if the access attempt is sent in response to OpenConnection command and the ProbeSequenceNumber is 1.
