A ZoneCode based registration method and apparatus is described. A list of RegistrationZoneCodes is stored, and the List of RegistrationZoneCodes is associated with the subnet visited by the access terminal. It is determined whether or not the protocol cache information uses (Subnet, RegistrationZoneCode) as a key. When the (Subnet, RegistrationZoneCode) pair is deleted from the RegistrationZoneCodeList, the cached information is deleted. N OMPMinZoneSignatureListSize entry is stored in RegistrationZoneCodeList. It is determined whether a (Subnet, RegistrationZoneCode) pair from a SectorParameters message from a sector in the active set is not included in the RegistrationZoneCodeList. A (Subnet, RegistrationZoneCode) pair entry from the SectorParameters message from a sector in the active set is added to the RegistrationZoneCodeList. ActiveSetManagement.SendPilotReport command is generated. It is determined whether there are more entries in the RegistrationZoneCodeList than the supported size of the RegistrationZoneCodeList. The oldest (Subnet, RegistrationZoneCode) pair entry in the RegistrationZoneCodeList is deleted.
