A method and apparatus for transmitting an AccessParameters group message in a wireless communication system, the method comprising: a 2-bit AccessCycle Duration field, where the AccessCycle Duration field is the duration of an access cycle in units of Control Segment Periods (defined by Physical Layer). A 5-bit AccessSequencePartition field (where the AccessSequencePartition field indicates a partition of the access sequence space that causes the access terminal to signal pilot power and buffer status information into the access sequence), a 4-bit MaxProbesPerSequence field (where MaxProbesPerSequence Field determines the maximum number of probe sequences that can be part of one access sequence and is set to n + 1), a 4-bit ProbeRampUpStepSize field (where the ProbeRampUpStepSize field determines the power ramp-up used for the probe in the probe sequence and the value 0.5 * (1+ n), 6-bit RDCHInitialPacketFormat field (where the RDCHInitialPacketFormat field is set to the packet format used in the first transmission on the R-DCH after the access terminal has obtained access permission), 2-bit PilotStrengthSegmentation field ( Where the PilotStrengthSegmentation field includes PilotThreshold1 and PilotThreshold2), an 8-bit OpenLoopAdjust field, where the OpenLoopAdjust field determines the nominal power used by the access terminal in the open loop power estimate and is set to a value of 70 + n dB.
