A method and apparatus for ZoneCode-based registration is described. A list of RegistrationZoneCodes is stored, wherein the list of RegistrationZoneCodes is associated with subnets visited by the access terminal. It is determined if a protocol cache information is keyed by a (Subnet, RegistrationZoneCode) pair. The cached information is deleted when the (Subnet, RegistrationZoneCode) pair is deleted from a RegistrationZoneCodeList. NOMPMinZoneSignatureListSize entries are stored in the RegistrationZoneCodeList. It is determined if the (Subnet, RegistrationZoneCode) pair from a SectorParameters message from a sector in an Active Set is not included in the RegistrationZoneCodeList. The (Subnet, RegistrationZoneCode) pair entry from a SectorParameters message from a sector in an Active Set are added to the RegistrationZoneCodeList. An ActiveSetManagement.SendPilotReport command is generated. It is determined if there are more entries in the RegistrationZoneCodeList than the supported size of the RegistrationZoneCodeList. The oldest (Subnet, RegistrationZoneCode) pair entries are deleted in the RegistrationZoneCodeList.
